At least 80 points out of 100 from Foreign Language Level Assessment Test (YDS) or equivalent score from exams accepted by Council of Higher Education (For equivalent exams and scores, ÖSYM's current Foreign Language Equivalence Table is taken as basis).
Acceptance by Council of Higher education that an overseas higher education institution and a relevant program of this institution are authorized to give academic degrees. Relevant higher education institution should be recognized by competent authorities in the country where it operates as an institution authorized to issue a higher education diploma and this institution must be accredited by recognized accreditation or quality assurance organizations.

In case equivalent of qualified field and degree of the program in which the application is made is included in Turkish Higher Education System and the qualification is assessed to provide necessary academic and professional achievements, EQUIVALANCE CERTIFICATE is issued.
To test clinical knowledge and skills by universities determined by Council of Higher Education, it is mainly done in the form of simulation, models, and practical applications through patients. Additional written examinations can be made if required by the university. Only the candidates who have been approved for STS can apply for this exam and in order to be successful, 50 out of 100 points must be taken.
Within the scope of the STS decision taken during the equivalence process, it is a measurement and evaluation process which includes oral examination (written when necessary) and practical implementation stages and accepted as equivalent to STS.
This process is carried out periodically by relevant Universities in the fields of Dentistry, Pharmacy, Nursing, Physiotherapy and Rehabilitation, Occupational Therapy, Veterinary Medicine, Midwifery, Speech and Language Therapy, Nutrition and Dietetics, Audiology, Child Development. Candidates must receive 50 points over 100 to be considered successful.
●Diploma Equivalence Application and Graduation Recognition Certificate Application can be made by Diploma holder or someone with “Official Power of Attorney”. ●Institution/School Recognition Documents may be requested by others instead of original applicant.
Equivalence process of doctoral and higher diplomas is done by Interuniversity Board
Applicant's identity, documents for equivalence of required qualification (diploma, transcript, transfer transcript, diploma supplement, thesis, internship documents, etc.) and approved translations of these documents, as well as safety entry-exit records for equivalence are the basic documents requested. Besides these documents, other documents written in the regulation and, if requested, additional documents should be submitted for equivalence evaluation.
In Office of Equivalence of CoHE, it is checked by the officer making the application acceptance and preliminary review whether the document originals, approved copies, and translations are original documents, and whether they correspond with the copies in the system, and they are returned to the applicant on the same day.
It is the correspondence made with Republic of Turkey Foreign Representatives, foreign and domestic institutions and organizations to obtain information about the quality and quantity of the higher education of the person concerned. Relevant investigation and information requests are made in accordance with the "consent statement" provided by the applicant.
Apostille is a document approval system that enables legitimacy of a document to be legally used in another country. This document, valid between member or party states in Hague Conference, can be obtained for documents such as diplomas, transcripts, diploma supplements included in the equivalence application documents.
Equivalence applications in the field of pharmacy are examined by Commission on Equivalence in line with the opinion of the University; in case the applicant's level of education is found inadequate in terms of time and achievements, the applicant is included in the scientific examination of a university determined by the Board, provided that he / she completes his / her incomplete courses and internships
The person or his deputy requesting an Equivalence Certificate or Graduation Recognition Certificate must apply online through the e-Government system. On the date of appointment, the documents must be submitted to the CoHE Recognition and Equivalence Department in order to activate the application.
●For students who want to study abroad, to determine whether the institution they want to study is accepted as authorized to give academic degrees by Council of Higher Education. ●For use when switching from higher education institutions abroad to higher education institutions in Turkey. ●In order to provide information to institutions such as for health payments (SSI), Ministry of Foreign Affairs, Ministry of Interior, Body of Lawyers, Governorates and Universities, depending on the request of the person who graduated from abroad. ●To make an application to the chairmanship of Interuniversity Board to obtain a doctorate degree from the higher education institutions abroad. ●For foreign nationals who have graduated from higher education institutions in Turkish Republic of Northern Cyprus and want to use their diploma outside Turkey. ●For foreign students who will begin postgraduate education in Turkey, excluding health fields.
This document states that the holder is a graduate of a recognized higher education institution and program, and the equivalence of degree (pre-bachelor-master degree) in Turkey. However, it does not feature a Diploma Equivalence Certificate.
Application of Institution/School Recognition documents can be made via e-government. Applications made via e-government are exempt from the fee. In addition, applications to Council of Higher Education are accepted in person or by post, and a service fee is charged for these applications.
After application of Diploma Equivalence Certificate is made through the e-Government gateway, originals of documents should be presented to the Department of Recognition and Equivalence of Council of Higher Education in Ankara on the appointment date given.
It is a document that indicates whether a higher education institution is recognized by the Higher Education Council but does not qualify as a Diploma Equivalence Certificate.
Applicants who are not able to present original documents or part of the documents during the application, due to the presence of war, occupation or annexed conditions in the country of education, or applicants who are not eligible for diploma confirmations, shall be included in the process of equivalence in accordance with the regulations made by Board Decision, in the event that they are limited to the period of war or disaster, and that no confirmation correspondence can be received.
If diploma is taken from a higher education institution which is not recognized by Council of Higher Education, if it is taken from programs other than distance education or if it is taken from programs graduated without fulfilling the requirements of formal education, if it is taken from programs with Turkish language (except for bilateral / multiple agreements), if equivalent of it is not found in the Turkish Higher Education System in terms of education program, field and degree and In case the education does not provide the necessary academic and professional achievements in terms of qualification, the application is REJECTED.
By presenting new information and documents, the Diploma holder can appeal the old decision and apply for equivalence again. However, in case of rejection decision again, he/she has right to seek a judicial review.
Interested persons who wish to obtain a School Recognition Certificate for recognition of higher education institutions in TRNC, USA and Netherlands should apply to Directorate of Recognition and Equivalence Services of Council of Higher Education by hand or by mail by filling the petition at http://www.yok.gov.tr/web/denklikbirimi and depositing the service fee.
"School Recognition Certificate", which is requested for higher education institutions located in countries outside TRNC, USA and Netherlands, can be made via E-government Gateway without any service fees.
It is the document showing the equivalent academic degree and area of qualification obtained abroad in Turkish higher education system.
Graduate programs other than "Health Fields" can be registered with "School Recognition Letter" which proves recognition of higher education institution where undergraduate diploma is obtained by Council of Higher Education.
For medical fields with clinical practice, equivalence certificate for the graduated undergraduate program must be obtained.

Diploma Supplement is a form designed to fully ensure that diplomas or degrees issued in one country are understood by universities in other countries. Diploma Supplement helps students to better explain skills and competences they gain during their education period. Thus, diplomas of students wishing to go abroad for training or study purposes are easily understood abroad.
In Turkey, after completing Diploma Supplement infrastructure works, all universities give graduates Diploma Supplement in English, German or French in addition to their diplomas. In order to receive a Diploma supplement, you must contact Department of Student Affairs of the university where you graduated.

Implementation and sustainability of European Higher Education Area Reforms in Turkish Higher Education System project (TURQUAS) is funded by European Union within the scope of Erasmus + projects and is carried out by Council of Higher Education. Turkish Proficiency Exam (TPE) is an exam developed by the Yunus Emre Institute for the purpose of assessing the language proficiency of individuals learning Turkish as a foreign or native language.
Those who learn Turkish as a foreign language, students who need to document Turkish language proficiency for admission and enrolling to universities in Turkey, candidate teachers who want to teach Turkish in various institutions abroad, translators who want to certify their Turkish Language proficiency, briefly anyone who wants to evaluate Turkish language proficiency can take TYS exam.
Turkish proficiency exam is evaluated over a total of 100 points which includes; Reading 25, listening 25, writing 25, speaking 25.
On condition that at least 50% (12.5 points) of each skill area will be achieved in the exam; candidates who get a score between 55-70 in total are given B2, who get score between 71-88 are given C1, who get a score between 89-100 are given C2 Proficiency Certificate.

YÖS – University Entrance Exam for International Students – is a test made for international students to study in Turkey, as the name suggests. Some of State and Foundation Universities in Turkey are request YÖS scores of students for admission. These examinations can be made in Turkey , and organized in various centers abroad by some of our higher education institutions. Universities that admit students with YÖS, announce quotas and YÖS exam results themselves.
International students can study in many areas such as medicine, engineering, architecture, law, guidance and psychological counseling, pharmacy, psychology, teaching, and education departments, where state and foundation universities allocate quotas with YÖS scores. However;
Some Universities offering education in fields of fine arts, music and sports admit students by Special Special Skills Exam.
International students are required to fulfill certain conditions in order to apply YÖS exam. YÖS candidates must be in the senior year of high school or to be graduated;
●They should be Foreign Nationals. ●Those who became Turkish Citizen after birth, and then had permission to leave Turkish citizenship (ie Blue Card holders) ●While having Foreign Nationality, gaining Turkish (TR) Citizenship; in other words Double Nationals. ●Citizens of Republic of Turkey and who have completed their education in a foreign country (These students must have studied the last three years abroad!) ●Students who have completed their training and education in Turkish schools in a foreign country (Having completed the last three years of secondary education (high school) in a foreign country except TRNC by continuing secondary education abroad before 01/02/2013, including dual citizens, one of which is Turkish citizenship; ●In case of starting secondary education (high school) after 01/02/2013, they must have studied their entire education abroad!) ●TRNC citizens those who have Advanced General Education Certificate i.e., GCE AL (General Certificate of Education-Advanced Level) points. ●Completely foreign students who have high school education in Turkey
YÖS Exam applicants can perform exam applications on the website of universities that accept foreign students. YÖS applications usually start in February and March . Some universities accept YÖS applications until May .

Turkey Scholarships is a state-funded scholarship program that is given to qualified international students from all countries of the world to benefit from full-time or short-term programs at best universities in Turkey.
International students from all countries except Turkish citizens can apply to scholarship programs.
International Research Scholarship for Research Assistants (IRS), International Research Scholarship for Research Assistants is a scholarship for expenses of research assistants who are at thesis stage of doctoral education in state universities for making researches abroad about their thesis for a period of at least six months and a maximum of one year.
These are scholarships awarded to undergraduate students who are studying in Turkish Language and Literature, Turkology and Turkish Language programs of higher education institutions to be determined by CoHE. For these scholarships, the countries that signed protocol with CoHE will be given priority.
It is a process prepared to create a Higher Education Area in Europe. Process aims to develop academic standards among member countries in higher education. It aims to reduce differences between education systems in member countries. The process is unlike usual agreements. Because there are no agreements, protocols, etc. between participating States. Since they participate in their own requests, implementing achievements and objectives in the process is at the discretion of States.
